Tender project planning freight
We generally split each tender project for transport, freight and logistics into 4 major parts:

Phase 1 Research / RFQ / ITT
Define requirements freight, suppliers and other bid data. Definition and publish RFQ/ITT.

Phase 2 Bidding round 1
Publish and retrieve bid data, analyze freight bid results.

Phase 3 Bidding round 2
Publish bid results to suppliers, retrieve additional data, analyze results.

Phase 4 Definition / Contracts
Overall analyses, negotiating forwarders and carriers, audits, contracts and implementation.
We usually plan 2 weeks idle between each phase in order to reserve time for forwarders calculating their bids and analyzing the data. An example of a one-fold tender timeline looks like:
